Thailand:Regulator emphasises financial risk planning in an ageing society

Thailand's insurance regulator, the Office of the Insurance Commission (OIC) has noted the importance of insurance in planning for long-term financial protection and security as the country ages.

The background

In a statement, the OIC quoted the National Economic and Social Development Council’s (NESDC) 1Q2026 report on Thailand’s demography, and highlighted the challenges the country faces as it transitions to a fully ageing society, and resulting impact on welfare, public health, financial security of citizens and long-term burden on households.

According to the report, Thailand is facing a continuously increasing elderly population amidst changing household structures, namely smaller household sizes, an increase in nuclear families and a large number of elderly people likely to live alone or lack caregivers in their later years.

In turn, this trend has led to an increase in demand for elderly care services and retirement homes. At the same time, the elderly face a higher risk of facing increasing healthcare and long-term care costs as they age and become more dependent.

Another report by the NESDC, ‘Thailand’s Social Outlook in the First Quarter of 2026’, also found that Thailand’s ageing society is occurring alongside increasing economic vulnerability within households.

It indicated that Thai household debt at the end of 4Q2025 stood at THB16.44tn ($486.68bn), or 86.7% of gross domestic product, reflecting limitations in liquidity and potential inability of Thai households to absorb unexpected expenses.

Importance of financial planning

In this context, the OIC highlighted the importance of financial risk planning from a young age, with special attention paid to preparing for risks related to health, serious illness, loss of income and expenses in old age. According to the regulator, this may help in reducing household economic vulnerability and lessen the burden on future generations.

The OIC also stressed that, when choosing insurance products, it is important to consider age, needs and ability to pay premiums, as well as carefully studying the coverage details, terms and exclusions of policies.
