Resilience was the focus of the 28th ASEAN Insurance Regulators' Meeting (28th AIRM), 51st ASEAN Insurance Council (AIC) Meeting and related meetings, which were held from 25-28 November 2025 in Siem Reap, Cambodia. The theme was "Fostering Collective Growth and Resilience to Overcome Emerging Challenges".
The need for stronger regional cooperation and regulatory alignment to build a resilient, inclusive and innovative ASEAN insurance sector was emphasised.
Secretary of State of the Ministry of Economy and Finance and Vice-Chairman of the Council of Non-Bank Financial Services Authority of Cambodia Ros Seilava highlighted that collective action was essential to address emerging challenges such as climate risks, technological change and global uncertainties, as well as to ensure sustainable growth and improve protection in ASEAN.
At the AIRM, insurance regulators from all ASEAN member states discussed the ASEAN Economic Community (AEC) Strategic Plan 2026-2030, ASEAN Disaster Risk Financing and Insurance, ASEAN Taxonomy: sustainable finance, ASEAN insurance cooperation, and other matters.
The meeting resulted in:
- A review of the AIRM Sectoral Plan 2026-2030 under the AEC Strategic Plan.
- A request for specific guidance on ASEAN Taxonomy for the insurance sector, as well as capacity building for insurance regulators and industry stakeholders.
- Including technology and inclusivity in the agenda of ASEAN insurance cooperation.
At the AIC meeting, industry leaders from all ASEAN member states exchanged insights, shared expertise across a wide range of insurance-related challenges and raised common matters with the ASEAN regulators at the Joint Plenary Meeting.
